[edit] Intro
In Grand Theft Auto IV you are committing again to the fun sport of collecting things. Like in previous GTA games the collectibles are strewn all over the city. This time it's flying rats or pigeons. I will refer to them as pigeons to make life easier.
Your goal is to kill them all. Simply one shot with anything will do the trick, but you can also get up close and personal. Shooting is the easier method, since you only have to see your target from a distance to get rid of it, making it a bit easier than having to go to the actual location.
Thankfully the pigeons stand still at all times, like someone glued their feet to the ground. They are always there, no matter the weather. Also you can spot them a bit easier at night, as they have a yellow glow around them, that is very tiny though, only about three to four times the pigeon itself. So if you can't spot it by day, try when it is darker. If you get close, you also hear them making their distinct sounds.
The pigeons are strewn across the city, so you can't get them all until all bridges are unlocked. Also of course you need a weapon unless you find a way to climb everywhere (unlikely). A sniper rifle (no matter which one) will be very handy, but any other weapon that is not a shot gun will be precise enough for most of them.
I will try to get a proper map here, with all locations marked. For now all I have is locations I have found on my own. I will redo this section to make it "flow" more in case you want to go hunting for all of them in one large string.

- Above the entrance of Vlad's club. The club is a bit to the northeast of Roman's depot. You get there during some missions, specially when you go for killing Vlad, which is the best moment to do this. The pigeon sits behind the sign above the entrance, that is on the south facing side of the building. Best shot is from the roof above.

- In the small park where Derrick McReary is for the first and the last mission with him. You actually see the Pigeon in the back during the cut scene in the last mission. The pigeon is just north of the fountain in that little park.

- On the highest walkable area of the statue (where you can reach on foot) on the north side railing.
- Statues left shoulder. Can be best seen from the southwest.
- On the cup the statue holds, there are actually two up there, best seen from the north.
- The statues crown holds another pigeon, you can see it from the north best.
